State Incentives

State Incentives

Historically the State of Texas has been strong when it comes to attracting companies. This is largely due to the many incentives they offer. All state incentives start at the local level. You cannot get State support without local support. Be sure to contact us if you have any questions before applying. We have included the overview of incentives offered by the state and provided by the Governor’s Office of Economic Development.

Note: Incentive programs can change frequently. Most state and federal programs depend on available funds. While we make every effort to provide the latest information, the information provided on this page does not represent a commitment on behalf of Waller County or the WCEDP.

Enterprise Zone

Waller County meets the requirements for qualifying projects to receive Enterprise Zone incentives. This designation allows us to validate projects for state assistance under this program.

Participation & Benefits to Participation
Local communities must nominate a company as an Enterprise Project to be eligible to participate in the Enterprise Zone Program. Legislation limits allocations to the state and local communities per biennium. The state accepts applications quarterly with deadlines on the first working day of March, June, September and December. Designated projects are eligible to apply for state sales and use tax refunds on qualified expenditures. The level and amount of refund is related to the capital investment and jobs created at the qualified business site. Visit the state website for details

Texas Enterprise Fund

This fund is administered through the Governor’s Office of Economic Development and Tourism. This is a discretionary fund used by The Governor to encourage quality projects to locate in Texas when we are competing with another state. Once a project has been qualified through a local Economic Development Organization (EDO), the community can apply for funds to help “close the deal” if needed. Success is based on the quality and quantity of new jobs created in Texas. Visit the Governor's website for more details.
